Morocco’s insurance market is undergoing a deep digital shift. Driven by regulatory mandates from ACAPS, growing customer expectations, and the rise of InsurTech startups, insurance process digitalization in Morocco has become a strategic imperative. Context: a rapidly transforming market
The Moroccan insurance market reached nearly 35 billion dirhams in premiums in the first half of 2025, representing a 7% increase. However, the penetration rate remains below its potential. Digitalization has been identified as the key lever to expand access and improve customer experience.
The ACAPS has placed this transformation at the core of its 2024–2026 strategic plan and launched the Émergence program in April 2025, consisting of seven use cases co-developed with insurers, InsurTechs, and technology talent.
The 5 Key Digitalization Initiatives for 2025–2026
1. Dematerialization of the Motor Insurance Certificate
The paper certificate will be replaced by a digital format, based on a secure QR code, starting in 2026. Law enforcement will be able to carry out electronic checks. The impact is significant: elimination of paper, simplification of online sales, and improved customer experience.
2. National Registry of Insured Vehicles (RNVA)
Launched in July 2025, the RNVA centralizes data on all insured vehicles. It provides a foundation for fraud detection, with 38% of reported cases confirmed by ACAPS algorithms, as well as for claims management and the development of artificial intelligence models.
3. ACAPS Émergence Program
This program is based on the co-creation of use cases such as digital customer journeys, claims management, and digital onboarding. It sends a strong signal, as the regulator itself is driving innovation.
4. InsurTech and Digital Bancassurance
The BimaLab Africa InsurTech Accelerator positions Morocco as an African InsurTech hub. Bancassurance reached 20.4 billion dirhams in revenue in 2024. InsurTech startups are transforming distribution, pricing, and claims management through artificial intelligence.
5. Insurance Cybersecurity
Digitalization exposes insurers to cyber risks. Law 05-20 on cybersecurity imposes obligations on digital operators. Ransomware concerns 84% of Moroccan organizations, making compliance essential.
Challenges to Overcome
Despite this momentum, several obstacles remain:
- Resistance to change among teams and traditional agent networks;
- Fragmented data across non-interoperable legacy systems;
- Integration complexity with national registries such as NARSA, ANAM, and RNVA;
